Senator Leman moved that the bill be returned to second reading for the purpose adopting a Rules Senate Committee Substitute offered on page 3407. Without objection, the bill was returned to second reading. Senator Leman moved for the adoption of the Rules Senate Committee Substitute. Without objection, SENATE CS FOR CS FOR HOUSE BILL NO. 389(RLS) "An Act changing the date of repeal of a provision authorizing an exemption from and deferral of municipal property taxes on certain types of deteriorated property; and providing for an effective date" (Title change authorized by SCR 38) was adopted. SENATE CS FOR CS FOR HOUSE BILL NO. 389(RLS) was automatically in third reading on reconsideration. Senator Cowdery moved and asked unanimous consent to be shown as a cross sponsor on the bill. Without objection, it was so ordered. Senator Leman moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered and the bill referred to the Secretary for engrossment.
